Jemi një grup kërkuesish, akademikësh dhe profesionistësh shqiptarë të angazhuar në institucione të kërkimit shkencor dhe të arsimit të lartë, kryesisht në vende anëtare të Bashkimit Evropian. Në këtë cilësi, shprehim mbështetjen tonë për kërkesat legjitime të qytetarëve shqiptarë gjatë protestave paqësore, që kërkojnë forcimin e shtetit të së drejtës, si dhe institucione llogaridhënëse e transparente, në shërbim të interesit publik.

We are a group of Albanian researchers, academics, and professionals engaged in institutions of scientific research and higher education, mainly in member countries of the European Union. In this capacity, we express our support for the legitimate demands of Albanian citizens during the peaceful protests that ask for the strengthening of the rule of law, as well as accountable and transparent institutions that serve the public interest.

Këto kërkesa janë në përputhje me vlerat themelore demokratike të Bashkimit Evropian dhe me kriteret që udhëheqin procesin e anëtarësimit të Shqipërisë.

These demands are in line with the fundamental democratic values of the European Union and the criteria that guide the membership process for Albania.

Ndër sfidat me të cilat përballet vendi, besojmë se gjendja e arsimit, kërkimit shkencor, inovacionit dhe emigrimi i kapitalit njerëzor nga Shqipëria meritojnë vëmendje të veçantë. Këto fusha nuk janë thjesht sektorë të politikave publike; ato hedhin themelet e një demokracie të konsoliduar.¹

Among the challenges the country faces, we believe that the state of education, scientific research, innovation, and the emigration of human capital from Albania deserve special attention. These fields are not just public policy sectors; they lay the foundation for a consolidated democracy.¹

Përvoja e vendeve anëtare të Bashkimit Evropian tregon se investimi afatgjatë në arsim, shkencë dhe inovacion ka qenë vendimtar jo vetëm për rritjen ekonomike, por edhe për forcimin e institucioneve demokratike, meritokracisë dhe angazhimit qytetar.^2–5

The experience of member countries of the European Union shows that long-term investment in education, science, and innovation has been decisive not only for economic growth, but also for the strengthening of democratic institutions, meritocracy, and civic engagement.^2–5

Në Shqipëri, këta sektorë janë dobësuar nga politika afatshkurtra, ndikimet politike në vendimmarrjen e institucioneve të arsimit të lartë, mungesa e vullnetit politik për zhvillimin e dijes dhe kërkimit shkencor, si dhe mungesa e koordinimit strategjik mes politikave për arsimin, kërkimin shkencor dhe inovacionin.^6–11

In Albania, these sectors have been weakened by short-term policies, political influences in the decision-making process of institutions of higher education, the lack of political will for the development of knowledge and scientific research, as well as lack of strategic coordination among policies for education, scientific research, and innovation.^6–11

Një nga pasojat më të dukshme të kësaj paralize institucionale është emigrimi i vazhdueshëm i kapitalit njerëzor. Treguesit kombëtarë dhe ndërkombëtarë tregojnë largimin e vazhdueshëm të të rinjve, kërkuesve dhe profesionistëve të kualifikuar. Përtej arsyeve ekonomike, emigrimi vjen edhe nga mungesa e besimit se dija, puna dhe merita vlerësohen siç duhet. Kjo sjell pakësimin e kapaciteteve akademike, kërkimore dhe institucionale dhe kufizon potencialin zhvillimor të Shqipërisë.^8,12,13

One of the most visible consequences of this institutional paralysis is the ongoing emigration of human capital. National and international indicators show the continuous emigration of young people, researchers, and qualified professionals. Beyond economic reasons, the emigration is due to lack of confidence that knowledge, work, and merit are duly appreciated. This results in diminished academic, research, and institutional capacities and limits Albania’s potential for development.^8,12,13

Këto sfida kërkojnë, ndër të tjera, vendosjen e integritetit akademik në qendër të reformës arsimore. Dukuri si dhënia e titujve dhe gradave shkencore mbi bazën e botimeve në revista grabitqare ose punimeve të plagjiatuara kanë dëmtuar besueshmërinë e sistemit arsimor dhe kanë cenuar parimin e meritokracisë.

These challenges require, among other things, placing academic integrity at the center of the educational reform. Occurrences like the granting of titles and scientific degrees based on publications in predatory journals or plagiarized work have damaged the credibility of the education system and violated the principle of meritocracy.

Këto shqetësime nuk janë të reja. Ato u artikuluan edhe gjatë protestës studentore të vitit 2018, kur një nga kërkesat kryesore ishte rishikimi i titujve dhe gradave akademike të dhëna në shkelje të standardeve të integritetit akademik. Në korrik të vitit 2025, vetë qeveria pranoi publikisht se plagjiatura është një element që nuk është marrë parasysh dhe se «jemi atdheu i plagjiaturës».^14,15

These concerns are not new. They were also articulated during the student protest of 2018, when one of the main demands was the review of academic titles and degrees granted in violation of the standards for academic integrity. In July of 2025, the government itself publicly admitted that plagiarism is an element that has not been taken into consideration and that “we are the homeland of plagiarism.”^14,15

Përballë kësaj situate, bëjmë thirrje për një Kontratë të Re Sociale, e cila vendos dijen, meritën dhe kapitalin njerëzor në qendër të zhvillimit demokratik dhe ekonomik të Shqipërisë. Me «Kontratë të Re Sociale» nënkuptojmë angazhimin afatgjatë mes institucioneve publike, universiteteve, komunitetit shkencor, sektorit privat, shoqërisë civile dhe diasporës, për të ndërtuar politika të qëndrueshme që garantojnë autonominë e arsimit të lartë, integritetin akademik, standarde të larta kërkimore dhe investim publik në shkencë dhe arsim.

In the face of this situation, we call for a New Social Contract, which places knowledge, merit, and human capital at the center of the democratic and economic development of Albania. With a “New Social Contract,” we mean the long-term engagement between public institutions, universities, the scientific community, the private sector, civil society, and the diaspora to build sustainable policies that guarantee the autonomy of higher education, academic integrity, high research standards, and public investment in science and education.

Përputhja me standardet evropiane për cilësinë dhe integritetin e kërkimit kërkon mekanizma të qartë dhe efektivë për parandalimin dhe trajtimin e të gjitha formave të shkeljeve akademike.

Compliance with European standards for research quality and integrity requires clear and effective mechanisms for preventing and addressing all forms of academic malfeasance.

Njëkohësisht, është e nevojshme të hartohen politika efektive për angazhimin e diasporës shkencore shqiptare, përmes programeve për bashkëpunim, mentorim, mobilitet akademik dhe pjesëmarrje në projekte kërkimore.

At the same time, it is necessary to draft effective policies for the engagement of the Albanian scientific diaspora, through programs for collaboration, mentoring, academic mobility, and participation in research projects.

Në këtë kuadër, ftojmë Bashkimin Evropian të:

In this framework, we invite the European Union to:

• Vazhdojë monitorimin e reformave të arsimit të lartë, kërkimit shkencor dhe inovacionit si pjesë përbërëse të procesit të anëtarësimit të Shqipërisë.
• Mbështesë forcimin e autonomisë së arsimit të lartë, integritetin akademik, transparencën institucionale dhe mekanizmat efektivë për parandalimin dhe trajtimin e praktikave të shkeljeve akademike.
• Nxisë hartimin dhe zbatimin e politikave të qëndrueshme për qarkullimin dhe kthimin e kapitalit njerëzor (brain regain), përfshirë angazhimin sistemik të diasporës shkencore shqiptare në arsimin e lartë, kërkimin shkencor dhe inovacion.
• Promovojë investime më të mëdha në kërkim, inovacion dhe zhvillimin e kapaciteteve institucionale, në përputhje me prioritetet, standardet dhe instrumentet e Bashkimit Evropian.

• Continue monitoring the reforms of higher education, scientific research, and innovation as integral parts of the membership process for Albania.
• Support the strengthening of the autonomy of higher education, academic integrity, institutional transparency, and effective mechanisms for preventing and addressing practices of academic malfeasance.
• Encourage the drafting and implementation of sustainable policies for the circulation and return of human capital (brain regain), including the systemic engagement of the Albanian scientific diaspora in higher education, scientific research, and innovation.
• Promote greater investment in research, innovation, and the development of institutional capacities, in accordance with the priorities, standards, and instruments of the European Union.

Solidarizohemi me të gjithë qytetarët që kërkojnë, në mënyrë paqësore dhe demokratike, institucione më llogaridhënëse, shtetin e së drejtës dhe një vizion të ri për zhvillimin e vendit. Besojmë se investimi në arsim, shkencë dhe kapital njerëzor nuk është thjesht një politikë sektoriale, por kusht themelor për një demokraci funksionale, konkurrueshmërinë ekonomike dhe integrimin evropian të Shqipërisë.

We stand in solidarity with all the citizens who demand, in a peaceful and democratic way, more accountable institutions, the rule of law, and a new vision for the country’s development. We believe that investment in education, science, and human capital is not just a niche policy, but a fundamental condition for a functional democracy, economic competitiveness, and the European integration of Albania.

Si pjesë e këtij vizioni, ne, nënshkruesit e kësaj letre, shprehim gatishmërinë tonë për t’u angazhuar në këtë proces.
